These are the proclamations of the Keeper of the Elysium, proclaimed under her own authority under the Pax Vampirica.

Kindred of Camarilla Croatia.
I hereby inform you of slight changes regarding security protocols for entering the premises of Elysium and remaining there. Considering that the safety of Elysium is my sole responisibility, I will continue to examine your persona and belongings in search of weapons or explosive devices. However, keep in mind that the entrance contains both metal detectors and bomb detectors, and any meddling with those with the purpose of unauthorized bringing of weapons and explosive devices into the premises of Elysium will be interpreted as an attack on Elysium, and so will other ways of hiding weapons and explosive devices. Carrying weapons is strictly forbidden for all kindred in Elysium – except those who are allowed to carry weapons via their abiding statuses or have been named asssistants for that night by Sherrif, Scourge or me (and therefore given the fleeting status Defender), or those who have been given, by our allwise Prince (or Seneschal, in Prince's absence), the fleeting status that allows carrying weapons.
In case I decide to name one or two kindred my assistants for the duration of the night, you will be informed before you enter the Elysium. I expect that those I name my assistants perform as commanded in order to help securing the Elysium, and I emphasize that this is not a „permanent position“, but instead a mandatory responsibility for that night only. Therefore, I will sanction not just their failure in performing accordingly to orders received by me, but also any attempt of performing as „deputies of the Keeper“ or speaking in my name, unless they have been given my direct and exact approval for such action (for instance, in order to keep sessions of the Primogen Council private).
I am also reminding you all that not a single – NOT A SINGLE – kindred is exempt of obeying the Laws of Elysium and their Addendum Ruler, no matter his or her position. According to this, as much as to the proclamation of our esteemed Prince Darius which abolishes the position of Hound, I am hereby changing the Third Rule of Elysium, as goes:
The Third Law of Elysium: Use of Disciplines
All forms of Disciplines, Thaumaturgy, Necromancy, Rituals etc. are strictly forbidden in the premises of Elysium, unless the Keeper gave her informed and direct consent. The Keeper is the only one who can allow usage of Disciplines, Thaumaturgy, Necromancy, Rituals etc., on the premises of Elysium, for wellbeing of Camarilla and in extreme, exceptional situations. Sheriff is excluded from this Rule, here as much as in any other Camarilla domain – if he informs the Keeper in advance about Discipline usage with the purpose of security of Camarilla. In case of an attack, a Kindred is allowed to defend her Unlife by all means necessary.

October 19th, A.D. 2016, Addendum rules to the Laws of ElysiumEdit
According to existing and valid Laws of Elysium written by my predecessor, a few new rules are now added in order to keep the Safety and Sanctity of Elysium:
Add 7.: In order to show proper respect towards etiquette of approaching our admirable and honored Prince Darius (which includes requests for our Prince’s all-wise judgement in matters of personal or public interest), all Kindred are bound to give their oral or written request for audience, to our Prince’s chosen Seneschal Wilhelm von Scheer. Elders are excluded from this rule, and so is the Keeper.
Add 8.: In order to preserve the Pax Vampirica and ensure every Kindred's right to enjoy their night in Elysium, all loud quarrels and arguments are forbidden in the premises of Elysium. All Kindred are expected to keep their conversation on moderate and reasonable volume levels, in order for everyone’s Eternal Night to be pleasant and productive. Our admirable and honored Prince, his chosen Seneschal and the Harpy are excluded from this rule. The Keeper has final word in deciding what is, and what isn’t, breaking of this rule.
Keeper of Elysium

The Laws of Elysium mirror Camarilla’s tradition of many centuries standing, which calls for Sanctity of Elysium, and are adapted for Modern Nights and their dangers. All breakings of these Laws, failings to comply to Pax Vampirica and violations of Order and Peace of the Elysium will be punished by the Keeper of Elysium.
The Laws are, as follows:
The First Law of Elysium: Masquerade
The first and most important Tradition of Camarilla is also the first and most important Law of Elysium. Breaches of the Masquerade that take place on the premises of Elysium will be punished heavily, in accordance with severity of such transgression.
The Second Law of Elysium: Pax Vampirica
All forms of violence are strictly forbidden on the premises of Elysium. All acts of physical violence will be penalized by giving the responsible Kindred status Profane-Disgraced. No apologies, boons or statuses can excuse Kindred from breaking this basic norm of our society. The same rule - and punishment - applies to Kindred who allow their Beasts to surface on the premises of Elysium. Only the Prince can dismiss Pax Vampirica, and by that act, that location can never again become Elysium.
The Third Law of Elysium: Use of Disciplines

In case of an attack, a Kindred is allowed to defend her Unlife by all means necessary.
The Fourth Law of Elysium: Kindred privacy
Any means of monitoring Kindred activity in the premises of Elysium are forbidden, which includes cameras, microphones, mobile phones, recorders of voice, sound, image, smell and aura etc. This Law also forbids monitoring of Elysium by ghosts, specters, wraiths or other Necromancy or otherwise supernatural ways.
The Fifth Law of Elysium: Art
Elysium is the place of Peace and Safety not only for Kindred, but also for Artwork that is located in the premises of Elysium. Every Artwork, regardless of its form, is considered to be a crucial part of Elysium, therefore damaging, thieving, disrespecting or any other form of depreciating the Artwork in Elysium will be basis for Profane-Disgraced status. Final word in defining what is Artwork in premises of Elysium, and what is not, is Keeper’s.
The Sixth Law of Elysium: Premises of Elysium
Elsyium includes the building in which it resides, with all that is inside. Damaging the building, roof, foundations, pillars, walls etc. will be labeled as a direct attack against the Elysium.
The Seventh Law of Elysium: Freedom of Entrance
Elysium is the place of Peace, therefore entrance is allowed to all Kindred, regardless of their sect, religion, clan, generation or race. The gate of Elysium is, however, closed to Infernalists and Diablerists. Ghouls must, at all times, be accompanied by their masters, or Sheriff’s or Keeper’s assistants, or they will be considered violators of this Law and therefore killed - during which the Sanctity of Elysium must be preserved.
The Eight Law of Elysium: Keeper of Elysium
According to ancient Laws and Traditions of Camarilla, the Keeper of Elysium has the sole right to banish a Kindred from the premises of Elysium, in order to protect and preserve the Sanctity of Elysium, Traditions, Pax Vampirica and visitors of Elysium. Kindred who do not obey the Keeper, will be considered Profane.
The Ninth Law of Elysium: Domain
Holy Tradition of Domain, on the premises of Elysium, belongs to the Keeper. If a Kindred frequently disrespects Camarilla, Traditions, Laws of Elysium or officers of Camarilla, she will be given a Decree by which she will be banished from the premises of Elysium or forbidden from entering the Elysium. If this Kindred doesn’t obey this decree, it will be considered to be a breach of Holy Tradition of Domain, and the violator will be declared Profane-Disgraced.
The Tenth Law of Elysium: Safety of Elysium
Any Kindred who, intentionally or not, brings danger to Elysium in the form of human institutions, Inquisition, other sects, wraiths, the Awakened, Garu etc. will be banished from the premises of Elysium and punished accordingly for endangering the Elysium and its Safety.
Addendum rules to the Laws of Elysium:
Add 1.: Clan Nosferatu is, exceptionally, allowed to use Obfuscate in order to normalize their appearance and avoid disturbing the Peace of Elysium. Imitating other Kindred, Kine or other Creatures will be taken as breaking the Third Law of Elysium, and punished accordingly.
Add 2.: Except in rare and exceptional situations, all visitors of Elysium are strictly forbidden to wear masks and other shrouds. Violators will be considered Warned, and if they continue breaking this Addendum rule, they will be declared Profane-Disgraced.
Add 3.: Kindred who causes a conflict during which one or more Laws of Elysium was broken, will share the responsibility with the Kindred who broke the Law.
Add 4.: It is strictly forbidden to carry weapons in the premises of Elysium, except for the Keeper of Elysium, Sheriff and their assistants.
Add 5.: Itinerary of events that take place in the Elysium is decided by the Keeper herself, or her assistants if they are given such authority. Public proclamations of Primogen Council or Camarilla officers are excluded from this Addendum rule.
Add 6.: Primogen Council sessions that take place on the premises of Elysium are, unless otherwise stated, private. Every Kindred who dares to break this Addendum rule will be severely punished.
Keeper of Elysium has the final word in interpreting the Laws of Elysium and their Addendum rules. If the Keeper is not present, all the Laws of Elysium and Addendum rules apply in the same way as it would be if the Keeper were present.
